The United States has adopted a new cyber warfare strategy focused on “persistent engagement” and “forward defense” in an attempt to thwart Chinese, Russian and other state-sponsored cyber attacks. While this unprecedented “defend forward” approach gives America many significant advantages in navigating cyber warfare, it also entails high-risks that could unintentionally escalate conflict. As a result, America must consider whether its traditional understanding of concepts like offense, defense and deterrence are applicable to the strategy of cyber warfare and whether they should continue to inform Washington’s cyber strategies.

As President Xi Jinping celebrated the 70th anniversary of the People’s Republic of China with a massive military parade, the United States president threatened to raise taxes on Chinese products.
In the meantime, belligerent cyber activity is ramping up, mirroring the trade war between China and the United States. Could this multiply and bring about our worst fear – a conventional war? Every day, statements from the US and Chinese leaders highlight just how far apart these two countries are ideologically and politically, and the extent of their economic and military rivalry.

Cyber War Between Iran and United States Could Have Far-Reaching Implications
With tensions between Iran and the United States continuing to rise, it now appears that the struggle is starting to spill over into the cyber domain. For the past year, Iranian government officials have suggested that U.S. hackers might be behind a series of cyber attacks against Iranian computer systems. Those fears have been ratcheted up even more over the past month, after missile attacks on an oil facility in Saudi Arabia that the U.S. has linked back to Iran. As a result, Iran now says that the U.S. has launched a “cyber war,” and that, in response, it will take decisive steps to defend itself in cyberspace.
